To a large extent that's true. Who on 9-12-2001 would have thought that roughly 8 years later a mixed race Muslim named barack hussein obama would be US President?
George Bush pursued a war in Iraq, based on a lie - and the hubris of his presidency ticked off the American electorate to the extent that they looked for an opposite - and picked a communist with a very soft place in his heart for his Islamic brothers.
