All of us, every single man, woman, and child on the face of the Earth were born with the same unalienable rights; to life, liberty and the pursuit of happiness. And, if the governments of the world can't get that through their thick skulls, then, regime change will be necessary.

America's First War Against Islam: Thomas Jefferson and the Tripoli Pirates
I haven't read Kilmead's book, but I am familiar with the topic from another book which I also highly recommend. Ian Toll's "Six Frigates" describes the origins and early history of the American Navy, discussing the debates by the founding fathers over the need for a permanent military, the decision to construct six heavy frigates, the campaign against Tripoli, and the War of 1812. The audio book version is one of my all time favorites.
