I agree that COVID is a deliberate ploy, at least by the Chinese, and possibly by people in our intelligence community, and maybe even by Fauci and Gates, etc.
But I don't understand your perspective that the public are not unwitting victims.
Of course, there are a lot of fucking Nazi citizens (good obedient people who are only following orders) but even they are victims of a group of coercive ideas, even though they are maneuvering to be at the top of the heap of an evil system.
Please explain how it is that you believe the public is at fault for what has happened.
