All of us, every single man, woman, and child on the face of the Earth were born with the same unalienable rights; to life, liberty and the pursuit of happiness. And, if the governments of the world can't get that through their thick skulls, then, regime change will be necessary.

Germany: Christian Democrat Party Leader Mocks Citizens Who Are Bothered By Blackouts and High Energy Costs
The only time I've read of a vaccine -- and it was actually inoculation -- was the time a town brawl erupted in Marblehead, MA, a couple of years before the Revolution when one faction built a smallpox hospital on a nearby island and the other faction burned it down.
