Since this report we HAVE MOREUsing profits from oil and natural gas resources, Russia is building up its strategic nuclear forces, including several new missiles and delivery systems.
They include:
- a new road-mobile and silo-based Topol-M (SS-27) ICBM;
- a new SS-27 derivative with a Multiple Independently-targetable Re-entry Vehicle (MIRV) payload the Russians call the RS-24,
- a new Bulava (SS-30) SLBM;
- a new Borey-class Ballistic Missile Submarine (SSBN);
- a new long-range strategic nuclear cruise missile designated the KH-102;
- modernization of Blackjack (Tu-160) heavy bombers;
- increased training for nuclear operations in all military branches; and
- upgraded nuclear weapons storage sites.
The report notes that unlike the United States, Russia maintains a fully functional nuclear weapons design, development, test and manufacturing infrastructure capable of producing significant quantities of nuclear warheads per year. "For a variety of reasons, Russia has explicitly placed increased emphasis on nuclear weapons in its national security policy and military doctrine, and has re-incorporated theater nuclear options into its military planning," the report said.
The report, made public after Russian forces invaded Georgia in August, said "considerable uncertainty remains about Russia's future course."

After the B-2, which was on the boards in the cold war, there has been nothing. The MX missile, a replacement for the 1960's Minuteman III has been retired and destroyed by treaty. There are no new nuclear weapons, an item we have VOTED DOWN. There are no new missiles. There are new fighter jets, and also cancelled submarine, naval stealth aircraft, ship building, and artillery programs.
Does it make a difference?
Well, maybe it does make some kind of difference to some nations who are inimical to our way of life and whose every leader since its birth have threatened to wipe out a valuable ally. The dollars we are required to spend to overcome such weapons, and to deter their use, are dollars we cannot use to defeat radical Islam, or invest here.
Most curious of all, is the question as to why Russia feels the need to field and develop MORE strategic nuclear weapons.
A need we obviously do not feel here.
The polls for this election indicate that rectifying the rational for these weapons by Russia will not be any kind of priority for either the american people, or the american administration.
I understand why. Too bad it just doesn't matter.
