NYC must pay $180G to 3 Muslim women forced to remove hijabs for mugshots

New York City will have to pay out $180,000 to three Muslim women after forcing them to take off their hijabs for mugshots. 

Three lawsuits were settled Monday in Brooklyn federal court stemming from the NYPD policy of photographing people wearing religious head coverings, the New York Daily News reported. 

The three women settled for $60,000 each. Some cases date to 2012, when a high school girl – identified as “G.E.” – was arrested after a brawl with two other girls whom she thought spread gossip about her. 

G.E. was initially brought to a local police station and was told to take off her hijab. G.E. refused and was taken to a secluded room where a female police officer took her photo outside the presence of any men, the Daily News reported. 

But at Brooklyn Central Booking the police could not accommodate the girl’s religious needs, telling her that there were not any female officers available and that the camera is in a fixed spot, thus the mugshot could not be taken in a private room. 

The girl alleged that a male officer then took her photo without a hijab, making her feel “exposed, violated and distraught” as she was forced to be without the Islamic garb for 20 minutes while male officers and prisoners looked at her. 

Police issued an order in March 2015, according to court filings, changing the policies regarding people who refuse to take off their religious head coverings. 

Officers who perform the arrest had to tell the person that the NYPD offers a choice of getting a private photo – without the head garb and with an officer of the same gender. 

Two other cases were filed in 2015 and 2016 by G.E.’s lawyer, Tahanie Aboushi, and involved a similar situation. 

One woman claims to have been forced to remove her veil at Brooklyn Central Booking police station and was denied a female photographer. Another accuser said her hijab was removed at the scene of her arrest. 

Aboushi told the Daily News on Tuesday that the police department issued additional policies regarding religious headwear in December 2017. “We did our best to establish good precedent,” Aboushi said. “On the one hand, it gives officers guidance, and on the other hand, it protects the exercise of religious freedom.”

The bill prohibits the “sale, transfer, production, and importation” of semi-automatic rifles and pistols that can hold a detachable magazine, as well as semi-automatic rifles with a magazine that can hold more than 10 rounds. Additionally, the legislation bans the sale, transfer, production, and importation of semi-automatic shotguns with features such as a pistol grip or detachable stock, and ammunition feeding devices that can hold more than 10 rounds.

The LATimes posts David Hogg's nearly 4 minute long video which begins with David claiming it is 2:52 p.m. He states he "heard" one gun shot. He DOES NOT state that he saw the shooter.
He updates the video at 3:13 p.m. stating he's been updated...by whom?...states the shooter was a senior named Nik Cruz and was neutralized - with the caveat that his information has not been confirmed...again, confirmed by whom?

Also, the day after the shooting, in a Feb.15 2018 NYT report, the shooting arrest record is posted with the following details...
"On Wednesday Feb.14,2018 at approx. 2:23 PM, multiple 911 calls were received..."
Hogg claims it is 2:52 PM when he is in closet.
The NYT published police report also states:
=====>Approximately one hour later, a subject fitting the description of the shooter was contacted at the 1400 block of Windham Lakes Blvd. South, Coral Springs by CS units and identified as Nikolas Cruz W/M DOB: 9/24/98"<=====
So, according to the NYT published police report, 911 calls began at 2:23PM, Hogg begins his report at 2:52PM. The NYT published police report states approximately one hour after the 911 calls began, @ approx. 3:23PM the Coral Springs police locate and identify Cruz.
Yet, somehow at 3:13PM – ten minutes before the Coral Springs Police locate and identify Cruz, Hogg pronounced unconfirmed reports of a neutralized shooter with the identity of Nikolas Cruz.
How is it possible that Hogg knew the police had neutralized Cruz, by name, before the time recorded in the police report?

Also note the two additional clips of Hogg's video tape he has one or two females making gun control statements while sheltering in place during the massacre...that is some remarkably instantaneous community organizing!

One of the female students in Hogg's video is identified as Isabelle Robinson as seen in the LATimes published video clip. A rough transcript of her statement follows:

Neumünster (ots) – Yesterday evening around 9:30 PM, Federal Police were called to an operation out of the ordinary in the train station Neumünster. 

Train personnel had spotted two men in the tracks, one of them was shining a torch-light, the other one was praying right next to the tracks. 

The affected track had to be closed for 30 minutes. Upon address to remove themselves from the danger zone, the men replied that they hadn’t yet finished their prayer. Shortly after, the men absented themselves. 

With the personality description, Federal Police were able to arrest said men. They admitted to having resorted to the track bed to pray, as it was too bright on the platform. 

After securing their identity, a 20-year old Kosovar and a 17-year old Macedonian, both men were lectured about the danger to life that they had put themselves in. Charges were laid against them. 

Two trains were cancelled, two further trains were delayed.

FIRST Border Wall Contract Awarded – Wall Project Underway in Calexico

The federal government began work Wednesday to replace a section of border wall in California, the first wall contract awarded in the Trump administration outside of eight prototypes that were built last year in San Diego. 

Customs and Border Protection is replacing a little more than two miles in downtown Calexico, a sliver of the president’s plan for a “big, beautiful wall” with Mexico. 

A barrier built in the 1990s from recycled metal scraps and landing mat will be torn down for bollard-style posts that are 30 feet high, significantly taller than existing walls. The administration is seeking $18 billion to extend the wall. 

Efforts to pay for it as part of a broader immigration package that would include granting legal status for people who came to the county as young children failed in the Senate last week. 

In November, SWF Constructors of Omaha, Neb., won a contract for $18 million to replace the wall in Calexico, about 120 miles east of San Diego. It encompasses an area bisected by the New River, where smugglers are known to guide people through polluted waters. 

The project, which includes a bridge over the river, is expected to take 300 days.

This could be game over for embattled Broward County Sheriff Scott Israel. 

According to a BuzzFeed investigation, there are 22 more 911 calls to the home of Parkland, Fla. killer Nikolas Cruz that were never disclosed to the public, which would bring the total to at least 45: 

 Broward County sheriff’s officials said in a statement late Saturday that they responded only to 23 calls involving suspected Florida school shooter Nikolas Cruz or his family over the years, but records obtained by BuzzFeed News show at least 45 responses since 2008. 

The number of calls made over the years involving Cruz or his family, according to the call records, are nearly twice the number publicly disclosed by the department. 

On Saturday night, the Broward County Sheriff’s Office released a statement pushing back on reports that they had been called more than the 23 incidents released by the department. 

“Since 2008, BSO responded to 23 incidents where previous contact was made with the killer or his family,” the sheriff’s office said in its statement. “STOP REPORTING 39; IT’S SIMPLY NOT TRUE.” 

The Broward County Sheriff’s Office did not respond to BuzzFeed News’ questions about the additional calls, or how it determined to include the 23 calls that were disclosed to the public, but not the others.

In a disastrous interview with CNN’s Jake Tapper Sunday, Broward County Sheriff Scott Israel admitted he was aware of reports about deputy resource officer, Scot Peterson, failing to enter Marjory Stoneman Douglas High School, prior to CNN’s town hall on the shooting. 

This portion comes at the 9:00 minute mark.

Tapper: When did you find out that Deputy Peterson had not gone into the building? How soon after the shooting did you know that? 

Israel: Not for days. 

Tapper: How many days? 

Israel: I’m not sure. 

Tapper: Because you spent much of the Wednesday night town hall on CNN to meet with the entire Stoneman Douglas communities, students and teachers and parents, attacking the NRA, saying the police need more powers, more money to prevent future tragedies, you didn’t disclose any of this, to the crowd then, the Stoneman Douglas high school community, did you know it then, did you know it Wednesday night? 

Israel: It was spoken about earlier during that day.

And then comes his excuse.

I’m not on a timeline for TV or any news show, we need to get it right, we need to get it accurate, we’re talking about people’s lives, we’re talking about a community, we need to corroborate, we need to verify, and once we did the next day, and I looked at the tape and I was 100% certain that it happened the way I was told about, the investigators initially told me about, I didn’t even release it right then…..

In the same interview, Israel compared himself to a president, and touted his ‘amazing leadership.’

I don't think I have ever seen a public official whose self-regard was more out of line with reality than in the case of Scott Israel.

They say the money could be better spent, particularly after the sheriff complained about not having enough funding to secure the county courthouse, where a murder suspect recently escaped. Israel said he built the outreach wing from nearly nothing, aiming to foster "a love affair with the community." He said it would engender trust with the community that was lacking under the tenure of predecessor Al Lamberti. He defending the tapping of people he knew, some from the campaign trail, into outreach and other roles. 

"What have I done differently than Don Shula or Abraham Lincoln or Martin Luther King, Ghandi?" asked Israel. "Men and women who assume leadership roles surround themselves with people who are loyal, who they can depend on and who they appreciate their skill set."

For the last week or so, the entire nation has been talking about gun control — or at least the media has been talking about it. The sudden tsunami of gun control stories, articles, op-eds, and segments is the result of the terrible mass shooting that took place at Marjory Stoneman Douglas High School in beautiful Parkland, Florida. 

Sadly, the focus on gun control has caused the media (and the people who get their news from the media) to miss the far-larger scandal revolving around Douglas High School. 

First, let me be clear; I’m not talking about the scandal of four police officers being on scene when the shooting begins, but who chose to do NOTHING while waiting outside for backup. This is a scandal in and of itself, no doubt, and it should be investigated. The police force that allowed this to happen should be shamed for it. The shooting could, and should, have been far less bloody if only these officers had done what their community expects of them. 

Secondly, this isn’t about the scandal unfolding at the FBI, who knew of Nikolas Cruz and his grotesque desires for mayhem and violence. This isn’t even (entirely) about the failure of policing that took place in the months and years before the shooting – a time period that saw local police visit Nikolas Cruz 39 different times for various episodes of violence and criminality. 

And finally, it isn’t about how a troubled young man, so clearly mentally and emotionally distressed, ran afoul of the law so often, but was still somehow able to pass a background check to purchase his firearm. No, this piece is about how, at every level, the government failed us by not enforcing our laws or even abiding by simple, logical standards of behavior. 

Before I launch into this, let me give credit to the folks at The Last Refuge who write at the Conservative Treehouse and did much of the legwork on this story long before the shooting at Douglas High School. In fact, the Last Refuge was investigating this story years ago, in the wake of the Trayvon Martin shooting. I was able to independently confirm much of what the Last Refuge reported (see his Twitter thread on this story here) when I spoke, on condition of anonymity, with several sources, one of whom works in the central office of the Broward School District. 

The scandal that the media is ignoring, but is probably the most important part of this story, involves the Broward County School District and local police agencies colluding to lay the foundation of the Douglas High School tragedy. 

What do I mean? 

The story all began about 6 years ago in Miami-Dade County (the county just South of Broward), where the school district was struggling to succeed. All of the data painted a picture of a failing school district. The district noticed that large portions of their school populations were being arrested at a higher proportion than the rest of their community, and they realized that if they could cut down on the criminality of their students, they could quickly improve the data coming out of their schools.  

With this in mind, the district entered into a relationship with their local police force and concluded a deal that would ensure the police would stop arresting so many of their students.

Within a year or two, surrounding communities began to notice the change in Miami-Dade’s fortunes (which included a new influx of money), and Broward County decided that it was time they entered into a similar deal with their local police force. 

The Broward County School Board and District Superintendent entered into a political agreement with Broward County Law enforcement officials to stop arresting students for crimes. The motive was simple. The school system administrators wanted to “improve their statistics” and gain state and federal grant money for improvements therein. 

It’s important to remember that this was not an arbitrary change; this was a well-planned fundamental shift in the entire dynamic of how teenagers would be treated when they engaged in criminal conduct.

I’m sure that you probably already see the problem with the police in South Florida entering into these deals with their local school districts. 

In a very real way, the new policies made public school students above the law. 

These policies conflicted with laws that police officers had been long-trained to follow, but now it allowed students to act as they wished, without fear of the consequences. 

At first, the police were only “excusing” misdemeanors, but soon they were also “excusing” felonies, including violent crimes like assault, armed robberies, and worse. You can obviously see how this would cause problems, but it’s worse than you think. 

Once the system seemed to be “working,” the district needed the police to continue lowering arrests year-over-year, which meant that the police were being forced to excuse ever more severe criminal acts.

“Over time, even the most severe of unlawful conduct was being filtered by responding police. We found out about it when six cops blew the whistle on severe criminal conduct they were being instructed to hide. The sheriff and police Chiefs were telling street cops and school cops to ignore ever-worsening criminal conduct. 

The police were in a bind. They were encountering evidence of criminal conduct, and yet they had to hide the conduct. There were examples of burglary and robbery where the police had to hide the recovered evidence in order to let the kids get away without reports. 

The police would take the stolen merchandise and intentionally falsify police records to record stolen merchandise *as if* they just found it on the side of the road. They put drugs and stolen merchandise in bags, and sent it to storage rooms in the police department. Never assigning the recovery to criminal conduct. 

Stolen merchandise was just sitting in storage rooms gathering dust. They couldn’t get the stuff back to the victim because that would mean the police would have to explain how they took custody of it. So they just hid it. 

To prove this was happening one of the officers told me where to look, and who the victim was…” 

According to TheLastRefuge, an internal investigation was carried out, but the results were buried, because what it found was not politically or economically expedient for the county.

The FBI was told of a threat accused Florida shooter Nikolas Cruz made on YouTube last September but never contacted the company to track down its source, missing an early indicator, Senate Judiciary Committee Chairman Chuck Grassley said Friday. 

Someone reported the online threat to the FBI and the bureau opened a counterterrorism investigation but closed it on Oct. 11 saying it never managed to identify the person behind the post. 

It wasn’t until after last week’s school massacre that the FBI did track down the author and found it was the 19-year-old man now accused of slaying 17 people at his former high school, Mr. Grassley’s office said, after getting briefings from both the FBI and Google. 

Google would have been able to help confirm the commentator’s identity if the FBI had followed up, Mr. Grassley’s office said.

A few points need to be emphasized for those unfamiliar with the Broward County system. First, with revelations of frequent LEO contact and calls from people warning about school shooter Nikolas Cruz, there’s a common narrative mistakenly being pushed by mainstream media.

The Broward County Sheriff’s Office (BSO) didn’t “miss warning signs” or make “mistakes” in not writing up reports. The Sheriff’s office did exactly what their internal policies, procedures and official training required them to do, they intentionally ignored the signs, and intentionally didn’t generate documents. Example:

Miami Herald […] In November, a tipster called BSO to say Cruz “could be a school shooter in the making” but deputies did not write up a reporton that warning. It came just weeks after a relative called urging BSO to seize his weapons. Two years ago, according to a newly released timeline of interactions with Cruz’s family, a deputy investigated a report that Cruz “planned to shoot up the school” — intelligence that was forwarded to the school’s resource officer, with no apparent result. The following purports to be the thoughts of an ex-military/ex-security specialist on the subject of the Parkland School shooting.

Let me be clear, I do NOT buy the Crisis Actors conspiracy theories. This guy alludes to that theory very daintily.

The reason I am posting this is because, like me, the man is grasping for answers to a horrific situation which makes no sense at all.

And some of his questions are similar to the questions I have been asking myself.

My name is John Bouchell and I am not a bot. I was in school administration after spending a stint in the military. Let me explain: As usual, I was a teacher, a coach and later became an administrator. I worked at all three levels of public school in administration. 

Like most athletic males I was assigned as a part of a school security team- at all three levels. Eventually, I was trained by the Department of Homeland Security, Several sheriff's departments, and the Georgia Bureau of Investigation, GBI. Prior, I was trained the military. 

I was a Combat Crew member and a certified marksman with both rifles and pistols (M-16, and .40 Cal Colt) with an Oak Leaf Cluster (Multiple awards). I was a likely person to help with school security and had an extensive background in technology and video surveillance as well. 

I held an SCI security clearance which is the very highest we have in America. I say these things to help you to understand my background to weigh my opinion as to the events in Parkview Florida, (30 minutes from my home where I live, now retired from School administration). 

As an administrator in charge of a large High School of 1,800 students and 140 employees, I held tabletop exercises and wrote publications & power points presentation, & helped with both multiple school & mult-jurisdiction school systems training as developer and presenter. 

Never did I hear from, receive information from, or was contacted by, read any publications, or gathered statistics from the United States Secret Service. Not once- EVER. Yet, 3 weeks prior to the shooting in Florida, the USSS was not only at the school, they held training. 

I have also, despite actually thwarting a school shooting by an armed predator at my school, causing both Code Red, total lockdown, 911calls and arrests and conviction of the potential shooter, saw, spoke with, or was interviewed or contacted by the FBI, or the USSS. 

Its worthy to note the 911 response time was in excess of 20 minutes. In fact, I was only contacted by a few reporters. The incident was basically ignored and squashed in fear of damaging the political establishment, school board, school superintendent, et.al. 

NO REPORTERS EVER CONTACTED MY STUDENTS for interviews or opinions. I never spoke to a national law enforcement agent much less the USSS. So, to hear the FBI were the first responders only beating CNN by minutes in a wealthy Florida area saturated with Law Enforcement shocked me. 

Seeing the amazing amount of CNN coverage so well organized and all espousing one message and only one message is equally troubling. Seeing a student saying she actually walked with the shooter while evacuating and HEARD shots shocked me. 

Seeing video of a student telling us she was told they would have a drill that day with actors deeply troubles me. Seeing the same young man over and over who visited CNN that day and whose father is an FBI agent troubles me. 

Seeing and hearing the same narratives over and over that conflict with every aspect of training and experience I have is extremely unsettling. I saw video interviews of students claiming multiple shooters. This is troubling as well. 

I realize that the shooter apparently pulled the fire alarm to create chaos and provide a richer target environment (that alarm would have sent a signal to its precise time and location by the way) and tossing smoke bombs in a stairwell to drive the victims to the shooter's local 

BUT: At least one interview I watched was a student saying her doorknob was rattled and she heard a voice say "Go try another door". This needs exploration. I can sit here and tell you who I think failed miserably but it is fruitless. I'll save that opinion for future reference. 

In my utterly qualified, expert opinion, there are several troubling "Facts" being dispensed that I refuse to accept prima facia. Some of them are: Why was the shooter visited 39 times by local LE but never placed on a watch list and their right to a firearm flagged and denied. 

Why was his extensive school discipline not compiled and presented to the school board for total expulsion from the schools? What was the FBI the first response when the school is so close to the PD and an officer with a radio was supposedly on campus?How did CNN have so many "Kids" in place to echo their exact verbiage and focus on the actual weapon and not the shooter? Why isn't the alleged USSS involvement in a public school being examined? Who is this reoccurring "Student" that has family in the FBI? 

Why are the interviews that do NOT agree with the one shooter or the narrative that CNN is pushing being heard? Why aren't the multiple videos available (With the floor plan I have seen I would have had approx 22 cameras in that building and had over 140 in my school) being seen? 

I realize that some of the videos will be used for the trail of the shooter; however, it is in the interest of the public to see some of the unused footage that is available. Why was the USSS at a this school providing training 3 weeks prior? 

And how was the weakest, sloppiest, and most often NOT on REAL location news company all over this son of the FBI agent with an amazing and uncanny ability to find a news camera in multiple sates in the last six months? 

Did this infamous teenager actually graduate already? Has the USSS ever been to any other schools to supervise and provide training for an active shooter situation? How could the USSS possibly visit all 22,000 High Schools in the US? And how would they be chosen? 

Who identified this shooter and how did L.E. track him to the retail store he was arrested at? Why has the entire CNN narrative to attack the second amendment when at least THREE government institutions (possibly FIVE if you count DFACS) failed miserably to help the mentally ill 

Why has the school district decided to demolish this building (like they did Sandy Hook) if their narrative is true and correct? Why not allow the forensics to be published and explored completely? Make it the offices of school safety as a monument even- But I digress. 

All in all my PROFESSIONAL opinion is this stinks to high heavens. Either we are surrounded by the most incompetent news people in the world, who don't ask questions or give a damn about these murders, or they have NO concept of why this happened will happen again soon. 

I for one am SICK TO DEATH of fake news outlets pretending this is about a rifle- its not. Its about a mentally ill person, totally abandoned and discarded and politically expediently ignored, by multiple agencies allowed to commit inhumane acts of terror due to incompetence. END
