Some of you might remember the late 60's when Rhodesia declared unilateral independence from the UK and the entire world got together to sanction the country and ban every single export from there. One of their major exports was chrome, despite a complete export ban they carried on mining the stuff no one was buying. By a very curious coincidence Japan at the time developed a new method of making tin cans without tin, using chrome instead. I have personally done my share of sanction busting in the past and I can guarantee there is no such thing as long as the party sanctioned has money.
