The answer is, who cares? We are in the middle of a war.
Here's how wars go. One group of people attacks another group of people. The second group retaliates. They fight back and forth.
During the course of a war, hatred between the two builds into a prolonged creschendo of malevolent feeling. Both sides try to make life as bad as they can for the enemy.
That's how wars go.
The idea of even asking whether we are safer in the midst of a war flies in the face of common sense. When was a nation ever safer during the course of a war?

When? When the enemy had been driven from the shores and utterly humiliated elsewhere. Too bad we're too 'civilized' for that sort of 'barbarity' these days.
