Jonz, The answer to the riddle is that Congress has passed a bill, which has yet to be voted on in the Senate, which grants Muslims the right to sue people who report suspicious activity on a plane, if it turns out not to have been the work of terrorism after all.
Thus, even if the activity was, indeed, suspicious, one will be deterred from reporting it.
