Seems to me we spend millions of dollars studying the problems in the black community ..... mainly to come up with ways to avoid concluding the obvious.
The answer is usually more money. And when that proves to be ineffective ..... the answer is more money.
There's no place for honesty in the discussions they claim to want to have.
