If he had a handler, he will also have had a control. He may have not known he was being handled. But the handler cannot move forward with anything before running it by his "control".
Having walked thru' the Clock Boy scenario prior to his hoax bomb, and well aware of his potentiality based on a conversation two weeks before he followed through - seeing the story quickly become global and his celebrity which followed - post-action, he became a highly managed product and political construct of our intelligence community.
