EU States Do Little To Prevent Female Genital Mutilation
The European Court is to rule on the case of an Irish-based African mother who fears her children will be subjected to female genital mutilation if she is forced back to Nigeria. Such treatment is classified by the UN as torture - but there's no agreement on how to counter it, writes CAROL COULTER.
THE CASE of Pamela Izevbekhai, which is now going to the European Court of Human Rights in Strasbourg, highlights the practice of female genital mutilation widely carried out in many African and some Asian countries, and the response of asylum decision-making bodies in Europe.
The practice of removing parts of a girl's genitals before she can be considered an adult pre-dates the advent of religions such as Islam and Christianity,

and is deeply rooted in countries like Egypt, Sudan, Togo, Kenya and Nigeria.
(Pastorius note: All Muslim countries. This is a Muslim problem. Though the practice does pre-date Islam, it is promoted in Islam, and that is the only major culture in which it is promoted at this date. And, if you don't believe it is promoted in Islam, then tell me, why is it that Muslim countries insist that an Imam be present to answer questions whenever the UN discusses the subject?)
It can lead to death through severe bleeding, neurogenic shock as a result of pain and trauma, or infection and septicaemia. It also leads to ongoing medical, gynaecological and psychological problems for many of those who endure it.
The UN has characterised it as torture, and has said that states have the responsibility to take all the necessary measures to eradicate it. The UN Special Rapporteur on Torture, Manfred Novak, considers that it falls within his mandate and has raised his concerns with the governments of states where it is prevalent.
In many of those states it is either outlawed by domestic law (like in Egypt), or the states have signed up to international conventions against torture, which cover it. The Nigerian government has stated its opposition to the practice, and its constitution outlaws inhuman and degrading treatment.
However, this has not brought the practice to an end, and it is estimated as being prevalent in about 25 per cent of Nigeria. The Nigerian government is ineffective in its enforcement of its policy, according to Siobhán Mulally, law lecturer in UCC and chairwoman of the Refugee Council.
The risk of being subjected to female genital mutilation has formed the basis for claims for asylum status. The first state to recognise it as a ground for granting asylum was the United States, where a girl from Togo was granted refugee status when the risk she was under was recognised as persecution. Since then, other countries have also granted asylum on this basis.
The High Court has also ruled that female genital mutilation falls within the definition of inhuman and degrading treatment. However, when a person faced with this threat seeks asylum, the Office of the Refugee Applications Commissioner and the Refugee Appeals Tribunal will assess, not whether the threat exists, but whether there is adequate protection from it in the woman's or girl's country of origin.
Such protection can come in two forms - either the existence of laws and structures to which women can appeal for protection, or the possibility of relocation within the country to a place where the practice is not carried out and where they will be safe from those wishing to impose it.
Noeline Blackwell, who is an asylum expert and director of Flac, the legal rights organisation, said that relocation is often not an option for a young person in Nigeria. "It is not like saying to a young person to go from Cork to Dublin," she said, adding that a young woman in Nigeria comes under the control of her parents until she marries, and is then under the control of her husband and his family.
The use of relocation internally as an answer to the threat of inhuman and degrading treatment has been examined by the European Court of Human Rights, according to Mulally, where it found that this has to be a reasonable option in all the circumstances of the case. This took into account the personal and economic circumstances of the applicant, and his or her ability to move around. "Ireland is very progressive in recognising gender-based violence in the Refugee Act," she said. "But there are no guidelines on implementing a protection regime, or on looking at relocation from a gender perspective."
The European Court in Strasbourg will now be looking at whether it is reasonable to expect the Izevbekhai family to relocate in all the circumstances of the case, and whether it will be safe. Even if it finds it is not, this will not endow refugee status. It will mean, however, that the family cannot be sent back.

What does centrist mean to a progressive?
Well, I looked at the people who have been announced so far who are making up the transition team, those who are conducting the reviews at the agencies. There are about 130 of them. And I've noted that a lot of them are exactly the type of people you'd think they'd be, the type of corporate lawyers in Washington who bounce between government jobs and private-sector jobs, you know, some who've worked at Fannie Mae, some who've worked at corporate law firms, and then they worked at the Senate and then go back and forth. A lot of them used to work in the Clinton administration.
But in addition to those sorts of people on the transition team, I noted there were a bunch of people who have been progressive public policy advocates, academics and other experts, who have spent their whole adult careers devoted to policy making, not necessarily to going between government and private sector and making a bunch of money.

And then there's--you know, just in terms of looking at how this bunch may be different than the Bush bunch, which isn't hard to do, Sarah Sewall is leading the transition's national security team. She works at the Carr Center for Human Rights Policy at the John F. Kennedy School of Government. And one of her specialties is the ethics of fighting terrorism. Just think about that for a moment. The ethics of fighting terrorism? That's probably nothing that got a lot of attention in, say, Dick Cheney's office. So, again, she is an academic who has worked on and off Capitol Hill but really has devoted her life to working on policy issues.So, while, you know, we can argue and scream--and I'm not a fan of the possible Hillary Clinton appointment to the State Department--you know, the transition team does include people who are genuine policy advocates, who, if they get a chance to have any authority, could indeed be agents of change.
Kill them all.

What Did Al Qaeda's "House Negro" Message Mean?
A statement purporting to be from the second-in-command of Islamic militant network al-Qaeda has called on Muslims to harm "criminal" America.Of course, Al Qaeda is notorius for such saber rattling, this time blatantly illustrating the low esteem in which Arab Moslems hold blacks, who have traditionally been viewed in Islam as slaves by dint of race (i.e., not Arabs). Nothing new there. Al-Zawahiri's statement also adds fuel to the question as to whether or nor Barack Hussein Obama, once a Moslem because of his father's having been born into Islam, is a Moslem by default or even a secret Moslem who is falsely claiming to be a Christian. Not that Al Qaeda isn't capable of waging a propaganda war.
In the message, Ayman al-Zawahiri is heard accusing President-elect Barack Obama of betraying his Muslim roots.
He also likens him to a "house slave" - who had chosen to align himself with the "enemies" of Islam.
Zawahiri also criticised Mr Obama - whose father is Muslim - for betraying the Islamic world.
"You were born to a Muslim father, but you chose to stand in the ranks of the enemies of the Muslims, and pray the prayer of the Jews, although you claim to be Christian, in order to climb the rungs of leadership in America," he said.
Mr Obama was not an "honourable black American" like Malcolm X, he said, but an "abeed al-beit" - a word that translates as house slave but was rendered "house negro" in the message's English subtitles....
Does the message have more significance?

Are we clear yet on Obama's policy appointments where the jews who live in Israel are concerned? AS ADVERTISED.HAARETZ, this year:
The United States security coordinator for the Israeli-Palestinian conflict, retired general James Jones, is preparing an extremely critical report of Israel's policies in the territories and its attitude toward the Palestinian Authority's security services.
A few copies of the report's executive summary (or, according to some sources, a draft of it) have been given to senior Bush Administration officials, and it is reportedly arousing considerable discomfort. In recent weeks, the administration has been debating whether to allow Jones to publish his full report, or whether to tell him to shelve it and make do with the summary, given the approaching end of President George Bush's term.
Jones was appointed by Secretary of State Condoleezza Rice following the Annapolis peace conference last November
According to both Israeli and American sources, the envoy's conclusions about Israel are scathing. Israelis who met with Jones on his most recent visit here a few weeks ago, including Israel Defense Forces officers, said their impression was that the report would be "very harsh, and make Israel look very bad."
Jones is apparently critical of Israel on two key issues. One is its fairly broad definition of its security interests in the West Bank under any final-status agreement. The other is its attitude toward the PA security services.

Hand in Hand's Israeli Arab-Jewish Schools
Every day more than 800 students, both Arabs and Jews, gather to learn at four schools in Israel located in Jerusalem, the Galilee Region, Wadi Ara, and Beer Sheva.
Unfortunately a school advocating co-existence between Arabs and Jews could not exist in areas governed by the Palestinians as the goal of Hamas (the terrorist group the Palestinians elected to lead them) is the total destruction of Israel. The Anti-Semitism Report weblog has more re: what is taught in Palestinian schools.
What must be overcome if peace is to be achieved (videos):
1. A 3 1/2 year old Egyptian girl shares what she has been taught: "We must teach our children to be good Muslims"
2. Just as Hitler fought the Jews...we should fight the Jews and burn them": Lebanese University Students illustrate what they have learned.
3. A Saudi "man-in-the-street type interview reveals quite a lot about educational objectives in that country: Would you shake hands with a Jew?
4. This sort of bigotry and stereotyping of Jews is not only taught in the schools, but is reinforced by anti-Semitic propaganda (often copied directly from that of Nazi Germany) that is found in much of the Arab & Iranian media.

Saudis Could Amaze Any Space Alien
If a Martian had attended last week's UN conference on religious tolerance hosted by Saudi Arabia, one of the world's most oppressive states, he would have been a very puzzled alien.
On the one hand, he would have seen Saudi Arabia's King Abdullah promoting tolerance. On the other, if our visiting Martian had taken the time to land his space ship in Saudi Arabia, he would have experienced something quite different.
Let's say that after settling into his hotel in Riyadh, Marvin went to the nearest public park wearing his best religious regalia, set up his portable shrine, prayed and thanked the Martian gods for his safe arrival on Earth.
In the blink of an alien's inscrutable eye, poor Marvin would have found out that -- extraterrestrial or not -- he's still an infidel.
Perhaps Saudi officials would have just confiscated his precious religious possessions, bundled him into his spaceship and sent him on his way.
Or they might have jailed him and given him a whipping for having the audacity to publicly practise a non-Muslim religion before deporting him back to Mars.
The authorities might even have considered the incident serious enough to rewrite Saudi Arabia's hate-filled school books to warn students about the dangers of infidel aliens.
Already, Saudi children are taught that Jews are "apes" and Christians are "swine." Shiites and other Muslim minorities who don't follow the state's puritanical Wahhabi doctrine are "unbelievers." So are atheists and Hindus.
Marvin the Martian wouldn't have a chance in Saudi Arabia.
Students are taught not only to hate "unbelievers" but that it is a religious obligation to battle (in the worst sense of the word) infidels to spread the Wahhabi interpretation of Islam.
That's the Islam of tyranny, misogyny and beheadings.
According to Freedom House, Saudi Arabia has spent $75 billion over the last 25 years planting the seeds of hate in Saudi-funded Wahhabi Muslim schools around the world. Saudi Arabia was also included in Freedom House's 2008 report on the world's most repressive societies.
People can be forgiven if they're a tad skeptical, therefore, that the Saudi king is genuinely committed to religious tolerance.
US, Australia, and UK: Islamic Leaders Calling For Sharia Law
As time goes on more and more Islamic leaders are not hiding their agenda and are calling for Islamic law. Let us examine three cases of this. The first taking place
in the US. He is a Phoenix Imam who is calling for Muslims not to follow the laws of the US government, but instead follow those of Sharia or Islamic law . Here is what Omar Shahin, president of the North American Imams Foundation has said.
“A Muslim must try his best to abide by the rulings of Sharia [Islamic law] whenever possible as much as he can. He should not allow himself to be liable to those western laws that contradict the clear-cut Islamic rulings".Islamic laws include stonings for adultery and the extortion of non-Muslims. (Koran verse 9 29) If you ask me, it sounds like those laws and ours cannot coexist within the same country.
The next case is coming from Australia where in the past Muslim students petitioned the universities there to change every ones class schedule times to accommodate the pray times of Muslims. A recently released report shows that some Islamic leaders in OZ are condoning rape within a marriage (Koran verse 2 223), domestic violence (Koran verse 4 34),
The third case in is an Imam in the UK, who preaches at Britain's best known Mosque. Abu Zahra declared: “Male and female thief – amputate their hands. Those who kill – their life is not secure.”And he slammed unmarried sex, saying: “Lash them". In the UK Muslims who are calling for sharia are well on their way, as some aspects of sharia are being allowed in a string of UK Sharia Courts.
Isn't time that our governments start fighting back? There are a few things that should be happening here. The first is that sharia law should be made illegal, as US Congressman Tom Tancredo has stated. Secondly those that call for sharia should be charged with treason and finally we need to put an end to all Muslim immigration including student visas. As this problem will only get worse and worse as more of them come here.

A Somali pirate and a former US Defense Secretary are flying to London for vacation. One of them is stopped at immigration at Heathrow Airport and arrested on suspicion of committing war crimes. Which one do you think it was?
On Tuesday Somali pirates, sailing in little more than motorized bathtubs, armed with automatic rifles and RPGs, and sustained by raw fish and narcotics successfully hijacked the Sirius Star, a Saudi-owned oil tanker the size of a US aircraft carrier. The tanker was carrying some $100 million worth of crude oil. News of its capture caused global oil prices to rise by a dollar a barrel.
The next day, Somali pirates attempted to hijack the Trafalgar, a British frigate, but were forced to flee by a German naval helicopter dispatched to the scene. They did manage to hijack a Chinese trawler and a cargo ship from Hong Kong. They nearly got control of an Ethiopian ship, but it too was saved by the German navy that heeded its call for help in time.
Piracy is fast emerging as the newest old threat to stage a comeback in recent years. Over the past week and a half alone, 12 vessels have been hijacked. And according to the International Maritime Bureau, in the three months that ended on Sept. 30, Somali pirates attacked 26 vessels, capturing 576 crew members. Britain's Chatham house assesses the ransoms they netted at between $18 million and $30 million.
And with financial strength comes increased military sophistication. The US navy expressed shock at the pirates' successful hijacking of the Sirius Star. The pirates staged the hijacking much farther from shore than they had ever done previously.
Beyond the personal suffering incurred by thousands of crew members taken hostage in recent years, piracy's potential impact on global economic stability is enormous. In the Gulf of Aden, where the Somali pirates operate, US shippers alone transport more than $1.5 trillion in cargo annually.
One of the unique characteristics of pirates is that they appear to be equal opportunity aggressors. They don't care who owns the ships they attack.
On August 21, Somali pirates hijacked the Iran Deyanat, a ship owned and operated by the Iranian Revolutionary Guards-linked Islamic Republic of Iran Shipping Line (IRISL). In September the US treasury Department designated IRISL as a company that assists Iran's nuclear weapons program and placed it under stiff financial sanctions.
Iran Deyanat's manifest asserted that its cargo included minerals. Yet shortly after the pirates went on board they began developing symptoms like hair loss that experts claim are more in line with radiation exposure.
According to reports, some 16 pirates died shortly after being exposed to the cargo. Just this week, a second Iranian ship — this one apparently shipping wheat — was similarly captured.
Then too, in September pirates seized the Faina, a Ukrainian ship carrying 33 Russian-made T-72 tanks. The Ukrainians and Russians claimed that the tanks were destined for Kenya, but it later emerged that they may have been seized en route to Sudan. So ironically, in the case of both the Faina and the Deyanat, pirates may have inadvertently saved thousands of lives.
The international community is at a loss for what to do about the emerging danger of piracy. This is not due to lack of capacity to fight the pirate ships. On Monday an Indian naval frigate, the INS Tabar, sank a pirate "mother ship" whose fleet members were attacking the Tabar in the Gulf of Aden. NATO has deployed a naval task force while the American, French, German and other navies have aggressively worked to free merchant ships under attack by pirates.
As David Rivkin and Lee Casey explained in the Wall Street Journal on Wednesday, the problem with contending with piracy is not so much military, as legal and political. Whereas customary international law defined piracy as a threat against all nations and therefore a crime for which universal jurisdiction must be applied to perpetrators, in today's world, states are unwilling to apprehend pirates or contend with them because they are likely to find themselves in a sticky legal mess.
In centuries past, in accordance with established international law, it was standard practice for naval captains to hang pirates after capturing them. Today, when Europe has outlawed capital punishment, when criminal defendants throughout the West are given more civil rights than their victims, and when irregular combatants picked off of battlefields or intercepted before they attack are given — at a minimum — the same rights as those accorded to legal prisoners of war, states lack the political will and moral clarity to prosecute offenders. As Casey and Rivkin note, last April the British Foreign Office instructed the British navy not to apprehend pirates lest they claim that their human rights were harmed and request and receive asylum in Britain.
The West's perverse interpretations of human rights and humanitarian law, which bar it from handling one of the most acute emerging threats to the international economy, is a consequence of the West's abdication of moral and legal sanity in its dealings with international terror.

As a former correspondent in the Soviet Union, I am sensitive about calls for censorship on the grounds of insult. This is a popular trick of totalitarian movements: Label any critique or call for debate as an insult and punish the offenders. That is what happened to human rights activists and writers such as Andrei Sakharov, Vladimir Bukovsky, Alexander Solzhenitsyn, Natan Sharansky, Boris Pasternak. The regime accused them of anti-Soviet propaganda, just as some Muslims are labeling 12 cartoons in a Danish newspaper anti-Islamic.
The lesson from the Cold War is: If you give in to totalitarian impulses once, new demands follow. The West prevailed in the Cold War because we stood by our fundamental values and did not appease totalitarian tyrants.

The next two decades will see a world living with the daily threat of nuclear war, environmental catastrophe and the decline of America as the dominant global power, according to a frighteningly bleak assessment by the US intelligence community.
“The world of the near future will be subject to an increased likelihood of conflict over resources, including food and water, and will be haunted by the persistence of rogue states and terrorist groups with greater access to nuclear weapons,” said the report by the National Intelligence Council, a body of analysts from across the US intelligence community.
The analysts said that the report had been prepared in time for Barack Obama’s entry into the Oval office on January 20, where he will be faced with some of the greatest challenges of any newly elected US president.
“The likelihood that nuclear weapons will be used will increase with expanded access to technology and a widening range of options for limited strikes,” the 121-page assessment said.
The analysts draw attention to an already escalating nuclear arms race in the Middle East and anticipate that a growing number of rogue states will be prepared to share their destructive
technology with terror groups. “Over the next 15-20 years reactions to the decisions Iran makes about its nuclear programme could cause a number of regional states to intensify these efforts and consider actively pursuing nuclear weapons,” the report Global Trends 2025 said. “This will add a new and more dangerous dimension to what is likely to be increasing competition for influence within the region,” it said.

If a job application included a question about religion, especially for a government position, First Amendment advocates would rightly go ballistic. The ire of Second Amendment activists is easily understood, then, arising from the questionnaire prospective Obama administration employees must complete. The 59th question demands to know whether the applicant or anyone in his/her family owns a firearm, a sign of the hostility we expected to see towards gun owners from Barack Obama:
But even some Democrats and transition experts are baffled by the inclusion of the question.
Tucked in at the end of the questionnaire and listed under “Miscellaneous,” it reads: “Do you or any members of your immediate family own a gun? If so, provide complete ownership and registration information. Has the registration ever lapsed? Please also describe how and by whom it is used and whether it has been the cause of any personal injuries or property damage.” …
It’s just one question on a lengthy personnel form — No. 59 on a 63-question list — but the furor over the query is a vivid reminder of the intensity of support for Second Amendment rights and signals the scrutiny Obama is likely to receive from the ever-vigilant gun lobby.
Obama’s transition team declined to go into detail on why they included the question, suggesting only that it was done to ensure potential appointees were in line with gun laws.
Oh, I get it. Rather than just ask the traditional question about prior convictions, Team Obama wants to proactively ensure that their applicants don’t break laws. Will we see questions like this?

Team Obama isn’t interested in enforcing gun laws through job applications. They don’t want gun owners working in the administration, and they’re screening for that right up front.
Gun ownership is a constitutional right. Employment discrimination on that basis should be illegal. It certainly should be exposed so that we can get a sense of how the man who will swear to protect and defend the Constitution plans on doing either for the entire Constitution.

Of course, now Obama's plan is impossible, but it always seemed to us to be a way to get free medical help which would be out of stock when you need to order it.

Europe and China are screwed. Their previous complacent schadenfreude has been replaced by naked fear as they realize not only are they exposed, but they are worse off.
Oil nations are screwed totally. They have ONE product and no idea when we will spend again, and risk, if they remove more income from America by dropping production, total economic chaos, and a situation in which we and others might do anything. And I mean ANYTHING. We may see, if things go far enough, some nations break OPEC ranks to garner market share.
Whatever economic expansion was being created by manufacturing in other nations products consumed here is OVER for the foreseeable future. And who knows what that future shape of things might be?
The politicians have no clue.
Today it certainly looks like supporting Lehman Bros would have been a lot less expensive than what has occurred, but maybe something worse would happen in a year. Certainly had we bailed them out, the auto industry would be a lock for the $50B (and they may be in January anyway)
Right now I am rooting for Mr Obama. He has to be ready on day one, and he has to start with the economy by doing ONE RIGHT THING.
It's all about confidence. If he does ONE RIGHT THING on the economy and confidence rises, we all win.
Nothing else matters.

UN Study Says, Average Arab Reads Just Four Pages A Year
The astounding ignorance and lack of inquisitiveness bred by Islam is powerfully displayed in a new United Nations study of literacy and reading habits:
RIA Novosti - The average person in the Arab world reads no more than four pages a year, the Syrian newspaper Tishreen said on Tuesday, referring to a UN survey.
The survey said Americans read an average of 11 books a year, while the average Briton gets through eight books.
Conclusions made by the Arab Thought Foundation, which reports on cultural development in Arab countries, are also far from inspiring.
Calculations showed that the number of readers in the Arab world was no higher than 4% of readers in Britain.
Khalid Al Faisal, the president of the foundation, said just above 8% of people in Arab countries aspired to get an education, against 91% in South Korea and 72% in Australia.
The survey testifies to the scarcity of book printing in Arab countries, with one new title published each year for every 12,000 people, against one per 500 in Britain and one per 900 in Germany.

The results of the G-20 economic summit amount to nothing less than the seamless integration of the United States into the European economy.
In one month of legislation and one diplomatic meeting, the United States has unilaterally abdicated all the gains for the concept of free markets won by the Reagan administration and surrendered, in total, to the Western European model of socialism, stagnation, and excessive government regulation.
Sovereignty is out the window. Without a vote, we are suddenly members of the European Union. Given the dismal record of those nations at creating jobs and sustaining growth, merging with the Europeans is like a partnership with death.
At the G-20 meeting, Bush agreed to subject the Securities and Exchange Commission (SEC) and our other regulatory agencies to the supervision of a global entity that would critique its regulatory standards and demand changes if it felt they were necessary. Bush agreed to create a College of Supervisors.
According to The Washington Post, it would "examine the books of major financial institutions that operate across national borders so regulators could begin to have a more complete picture of banks' operations."
Their scrutiny would extend to hedge funds and to various "exotic" financial instruments. The International Monetary Fund (IMF), a European-dominated operation, would conduct "regular vigorous reviews" of American financial institutions and practices.
The European-dominated College of Supervisors would also weigh in on issues like executive compensation and investment practices.
There is nothing wrong with the substance of this regulation.
Experience is showing it is needed. But it is very wrong to delegate these powers to unelected, international institutions with no political accountability.
We have a Securities and Exchange Commission appointed by the president and confirmed by the Senate, both of whom are elected by the American people. It is with the SEC, the Treasury, and the Federal Reserve that financial accountability must take place.
The European Union achieved this massive subrogation of American sovereignty the way it usually does, by negotiation, gradual bureaucratic encroachment, and without asking the voters if they approve.
What's more, Bush appears to have gone down without a fight, saving his debating time for arguing against the protectionism that France's Nicolas Sarkozy was pushing.
By giving Bush a seeming victory on a moratorium against protectionism for one year, Sarkozy was able to slip over his massive scheme for taking over the supervision of the U.S. economy.
All kinds of political agendas are advancing under the cover of responding to the global financial crisis.
Where Franklin Roosevelt saved capitalism by regulating it, Bush, to say nothing of Obama, has given the government control over our major financial and insurance institutions. And it isn't even our government!
The power has now been transferred to the international community, led by the socialists in the European Union.
Will Obama govern from the left? He doesn't have to.
George W. Bush has done all the heavy lifting for him. It was under Bush that the government basically took over as the chief stockholder of our financial institutions and under Bush that we ceded our financial controls to the European Union.
In doing so, he has done nothing to preserve what differentiates the vibrant American economy from those dying economies in Europe.
Why have 80 percent of the jobs that have been created since 1980 in the industrialized world been created in the United States? How has America managed to retain its leading 24 percent share of global manufacturing even in the face of the Chinese surge?
How has the U.S. GDP risen so high that it essentially equals that of the European Union, whose population is 50 percent greater?
It has done so by an absence of stifling regulation, a liberation of capital to flow to innovative businesses, low taxes, and by a low level of unionization that has given business the flexibility to grow and prosper.
Europe, stagnated by taxation and regulation, has grown by a pittance while we have roared ahead. But now Bush — not Obama — Bush has given that all up and caved in to European socialists.
The Bush legacy? European socialism. Who needs enemies with friends like Bush?

"We have arrested a large number of boys who were flirting with girls," Cairo's police director Faruq Lashin told AFP.
About 400 teenagers, aged between 15 and 17, were arrested on Wednesday and will be brought before a judge, he said.

Police targeted teenagers in front of schools, universities and along the Nile's banks, he said.
The teenagers are expected to get off with fines, a police official said.
Women's rights groups in Egypt have long campaigned against sexual harassment and assault in Cairo, accusing police of ignoring the phenomenon.
On Monday, a Cairo court sentenced a teenager to one year in jail for sexually assaulting two women. Another teenager, a 17 year old, is facing trial on the same charge.

About 10 years ago maybe more, in the hotel bar at the Grand National Hotel in Luzerne Switzerland I was 'stuck' there over a weekend. That is not a loud music kind of place. It's a cognac and single malt kind of place wth Cole Porter, then anyway. A very nice looking gal was sitting with me after introducing herself and I thought I was doing rather well in an academic and sporting kind of way, when she smiled at me and named a price. (It took me about 30 seconds to 'get' it). I told her I was a married man, and she warned me that something like this might never happen to me again. This caused me to laugh. She was very nice looking and extremely intelligent. We had talked for about an hour. She said it wasn't really that funny since most problems in the world could be solved by pussy. Including mine.
It's something I often wonder about, but it did happen again.

The Islamic banking industry is now worth almost an estimated US$1 trillion and is widely considered to be one of the fastest growing sectors in the world of finance.
Even in the midst of a global economic crisis, Islamic banks have weathered the storm to great effect, thanks to strict regulations administered by Islamic law, or Sharia.

Nearly half of U.S. voters (48%) say it is better for the economy to let companies like General Motors fail rather than providing government subsidies to keep them in business.
Thirty-five percent (35%) believe it's better to subsidize their continued existence, according to a new Rasmussen Reports national telephone survey. Seventeen percent (17%) are undecided.
Sixty-four percent (64%) of Republicans and 60% of unaffiliated voters say it's better to let troubled companies like GM fail, compared to 26% of Democrats. Fifty percent (50%) of Democrats think it's better to subsidize them, but just one-quarter of GOP and unaffiliated voters agree.
Fifty-three percent (53%) of investors say it is better to let companies like GM fail, compared to 38% of non-investors.
In a survey last week, 46% of Americans opposed a government bailout for the Big Three automakers.
Just 28% say the best course for the U.S. economy is for Congress now to pass a new economic stimulus plan that includes money for the financially stumbling Big Three automakers. The House and Senate came back into session this week to consider such a plan, but additional aid for the automakers appears unlikely.

Reporting from Washington -- Antiwar groups and other liberal activists are increasingly concerned at signs that Barack Obama's national security team will be dominated by appointees who favored the Iraq invasion and hold hawkish views on other important foreign policy issues.
The activists are uneasy not only about signs that both Sen. Hillary Rodham Clinton (D-N.Y.) and Defense Secretary Robert M. Gates could be in the Obama Cabinet, but at reports suggesting that several other short-list candidates for top security posts backed the decision to go to war."Obama ran his campaign around the idea the war was not legitimate, but it sends a very different message when you bring in people who supported the war from the beginning," said Kelly Dougherty, executive director of the 54-chapter Iraq Veterans Against the War.
The activists -- key members of the coalition that propelled Obama to the White House -- fear he is drifting from the antiwar moorings of his once-longshot presidential candidacy. Obama has eased the rigid timetable he had set for withdrawing troops from Iraq, and he appears to be leaning toward the center in his candidates to fill key national security posts.
The president-elect has told some Democrats that he expects to take heat from parts of his political base but will not be deterred by it.
