Obama is walking a fine line. He cannot openly appear to be exempting Muslims, nor can he afford to openly declare conflict with Islamist jihad. He can declare "war" with al Qaeda, that's like declaring war against organized crime or drug lords. It means nothing in terms of recognizing, identifying and declaring war against the Jihad.
I think the money quote here is, "But political reality will only tolerate so much failure in protecting the American people from Muslim terrorists." A successful Muslim attack could be Obama's door to martial-law, Interpol-activating-level control or it could be his downfall. For now he can afford to focus on "safety", on nipping attacks in the bud and catching some bad guys. If AQ screws up it is all to his advantage and it doesn't really slow down AQ, it just gives them some more time to work on their game plan.
At this point perhaps most Americans know this all has something to do with Islam, but are ignorant of the specifics of the ideology, history, and imperatives. Obama must try to maintain that ignorance while not letting people feel so endangered that they will make an honest effort to learn what is really behind these attacks.
Gawdhelp Obummah if enough people realize what is actually happening. His cover will be blown and he will have to either make his power grab or leave the arena.
