Immigration Reform: Who Will Secure The Border?

What is the Obama administration's record on filling positions to oversee programs?

In my view, immigration reform is a MUST. But how will any program of immigration reform be managed by an administration that is negligent about managing ANYTHING other than putting America on the road to serfdom?
