Adams is saying the DoJ policy is to avoid at all costs bringing a case which would affect the outcome of an election.Thus all during the investigation by the FBI we had govt lawyers interfering with lawyer-client confidentiality objections by each department involved, while they were in the room while the FBI tries to go about it’s business.
There is a case to be made that a rogue partisan unjustified investigation could unreasonably DISRUPT an election without just cause
Thus Cheryl Mills literally incredible questioning at which she had her relationship with Clinton examined while being protected and questioned by the FBI, and had State, and DoJ lawyers acting to protect her as well as her own attorneys.

Listening to Comey just now, I'm reminded of a prisoner of war signalling with his hands that he's being coerced to say what he is saying.
His conclusion utterly flies against his presentation.
Those in positions of authority in this administration have flagrantly broken the law and managed to have their subordinates likewise break the law to protect themselves.

How many US laws were nullified by Comey/DOJ? How many 'culturally enriched' (aka muslim brotherhood operatives) within this political machine are also breaking the law - secure in the knowledge that this islamophilic administration will protect their illegal activity to protect themselves? Ask yourselves...where is that missing $6B lost by Hillary's State Dept? Was it mere coincidence that so many military assets found its way into enemy hands under this administration? etc. etc. etc.
Why would any enemy agent currently within the fold of this administration fear being caught?

Reminds me of POW Jeremiah Denton who was blinking "torture" in morse code with his eyelids while reciting his propaganda lines into the camera. Except that Denton was a genuinely courageous man while Comey is a spineless bureaucrat and a boot licking, ass kissing, pension sniffing dog.
