The only possible conclusion I can arrive at is he hates Trump and is in on this treasonous activity of attempting a coup on the duly elected President.

Perhaps he will be allowed to clean the mess up. Stability is important. He knows the players. An outsider might face greater obstruction from the internal mechanics of the organizations with which he will interface.
Ultimately, the decision belongs to the Commander in Chief.

Trump's response "you figure that one out" and his expression while stating it suggest - to me, at least - that he is playing Deep State, not giving away anything.
Sessions' honor of Rosenstein upon release of the memo may just be unfortunate timing. The event may have been in the works for weeks - whereas the timing of the release of this memo was not as predictable/planned.
I don't see coordination between the two events.
However, Sessions may well be quietly building a water-proof case against all the deep state players and will not reveal his hand in the slightest prior to issuing formal charges.
I don't know how Sessions managed to keep a poker face if this is the case.
Go read up President Trump’s Emergency Executive Order of Dec. 21 and look at the legal authority which it cites in the introduction. (Think RICO on steroids)

Thinking Sessions is going to save the day at this point is akin to the kind of thinking/wishing that beaten women indulge in which takes them back to their abusers.
I do hope Trump has a plan.
My observation of his behavior thus far does tell me he DOES have a plan.
