The practice is outdated. Muslims can look at a device and determine if it is time to pray. In fact, there are devices that give the call to pray.
In the seventh century a stick was put in the ground and the casting of a shadow equal the length of the stick made that determination.
It is a medieval practice based on lack of technology.

The purpose at this point is to enforce the compliance of Infidels.
The point of blasting the call to prayer is show religious and political dominance in a neighborhood.
