State Department is not facilitating calls between President-elect Joe Biden and world leaders calling to congratulate him Traditional for the department to do that 

Biden has spoken six world leaders thus far and has more to talk to

Biden is also not receiving the Presidential Daily Brief 

Emily Murphy, the head of the General Services Administration and a Trump appointee, has yet to sign the letter of 'ascertainment' to let transition begin 

Without it, Biden team has no access to federal agencies or transition budget GSA given no indication of when it will be signed
