Yes, but what is overlooked is the extent to which the dairy industry in the US is subsidized by the Federal government. It is tantamount to a tariff. US subsidized dairy products would put Canadian dairies out of business. It's the same thing as the "dumping" of Chinese steel on American markets. Which is why WE tariff Chinese steel.
NAFTA was supposed to fix this issue but the US Congress did not have the stomach to address the US agricultural subsidy system. So we left our subsidies out of the agreement and Canada responded with protective tariffs. It has been like this over 30 years.
If you recall, the US dairy industry was paid to overproduce cheese which went into government stores until it became an issue during the Reagan / Bush years. The solution was to give all this cheese to the "poor". Hence the expression "government cheese"
