Gaza withdrawl.
The Palestinians have been developing their rocket tech for a while now - more powerful with longer range. If you are operating in a conflict zone and the enemy has effective rocketry, the last thing you need is an exposed position. Gazan settlements were a very exposed position so withdrawl had a definite tactical advantage.
If the settlements had been maintained it was a matter of time before one was attacked by a massed rocket attack.
