That's a funny joke, but no.
It means we are an appendage of the Declaration of Independence and the Constitution of the United States.
Check out this line from the Declaration:
"...whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government ..."
THAT IS WHAT I AM SAYING. Regime change may very well become necessary.
This situation, in which we find ourselves, is ridiculous.
