PALESTINIAN AUTHORITY SECURITY SECTOR TRANSFORMATION
U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs

The Palestinian Mobile Training Team (MTT) International Trainers will be assigned to instruct and mentor specific classes during an established instruction period and will be deployed to various training sites in accordance with INL direction and maintain a presence at said sites for the duration of the training or INL edict. Training sites will be located among West Bank, Jerusalem, Jordan, and Egypt facilities.

The Palestinian Mobile Training Team (MTT) trainers will consist of a mix of male and female instructors with requisite management, strategic planning, and tactical experience, with particular attention given to crowd control, high risk arrest, human rights, and all skills below in the required qualifications. The MTT trainers may consist of both U.S. and non-U.S. nationalities.

Duties of the International Trainers will include:
Train Presidential Guards and National Security Force elements in basic policing and basic instructor courses, as developed by INL
Manage the classroom environment to the extent that a professional educational experience is available to students
Administer exams on classroom instruction to document student performance
Keep records regarding classroom activities including names of students, attendance and grades, and report theses activities to the INL Director Jerusalem
Any other duties deemed necessary by either the Deputy Program Manager of INL Director Jerusalem


Qualifications:
Required:
Five years law enforcement experience with training background, or proven experience as a law enforcement trainer/instructor in an academic environment; training background experience will include actual podium experience, preferably in police training academies or an educational setting (college/university level); trainers will have instructor certification from a recognized academy, college, or university, preferably as a police instructor, with at least two years as a Certified Instructor
Demonstrated ability to work in difficult and possibly dangerous environments
Management and strategic planning skills
Tactical Experience, with particular attention given to crowd control, high risk arrest, human rights, and all skills named in the Statement of Work
Ability to possess U.S. or acceptable Foreign Passport
Medically cleared for service
