Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
The Boys of 1776 never intended to protect the building of a mosque or church nor the burning of a Koran or Bible.
Congress shall make no law
In regards to those Rights listed in The First Amendment they left it open to the States. The States (and local governments, for that matter) could still pass a law banning the burning (or sale of) books. Or the building of a church or mosque anywhere. Not that such laws would be a good idea.
But the First Amendment is specifically about States Rights versus Federal overreach. Nothing more or less until the overreach of Federal courts made it so.

We're seeing shari'a-loving Moslems taking advantage of that overreach.
