All of us, every single man, woman, and child on the face of the Earth were born with the same unalienable rights; to life, liberty and the pursuit of happiness. And, if the governments of the world can't get that through their thick skulls, then, regime change will be necessary.

1. Both are cold-blooded killers and their actions are on the same moral level. That is one way they are similar.
2. Hassan was supported by and obedient to a legal doctrine (Sharia) that has inspired and sanctioned murder for centuries. This legal doctrine still exists today.
Breivik had no support from a currently existing, widely accepted legal doctrine for his actions.
Morally, they are similar. Their motivations are dissimilar and Hassan received sanction for his act by a legal doctrine that is widely held by others and accepted by others as the Law Above All Other Laws.

So, to sum:
Morally, they are similar. Their motivations are dissimilar and Hassan received sanction for his act by a legal doctrine that is widely held by others and accepted by others as the Law Above All Other Laws.
