And, I suspect, we never will.

In this document, which is a strategy, a very concrete action plan, there are two expressions that hit me. The first one is the will to install, I quote:
“a substitute civilization,” end quote. —And it’s written like this?
This is how it’s written in this strategic document: “substitute civilization”, in the document, which aims to substitute Islam for Western Civilization and for our Western way of life.
And then — since I brought this document with me, I don’t want to make a mistake — I’m reading:
page 105 of the document is about, I quote:
“to prepare tools which would serve to build a pure and healthy Islamic society in harmony with its nature and in conformity with natural human instinct, on the one hand;on the foundations of the European democracy, on the other hand.” So the intention is very clear.
It’s not only about inspiring Muslim communities [by Islam and its culture] and encouraging them to keep drawing from their faith and their culture — which would be perfectly legitimate —it aims to establish an Islamic society in the West.

Here is how Oxford Islamic Studies Online describes ISESCO:

“Institution within the Organization of the Islamic Conference (OIC) designed to strengthen cooperation among member states in educational, scientific, and cultural research, make Islamic culture the focal point of educational curricula at all levels, support Islamic culture, and protect the independence of Islamic thought against cultural invasion, distortion, and debasement. Based in Rabat, Morocco. Cooperates with the United Nations High Commissioner for Refugees (UNHCR) in refugee assistance within the Muslim world.”

Note particularly how Islamic thought is to be protected against “cultural invasion.” This should mean that the same sentiment would be supported for Western thought. What? Am I wrong? You mean that ISESCO and OIC (the parent organization) don’t believe in multiculturalism?

Also, note the assistance for refugees “within the Muslim world.” With the wealth of the OIC as backing, this should mean that all Syrian refugees were well provided for and that little burden for this fell on the West. What? Wrong again?

And, finally note how the refugee assistance is to be “within the Muslim world.” Compare and contrast this to refugee assistance offered by Christian and Jewish organizations worldwide.

Take a look at the websites for the highly organized and well-funded OIC and ISESCO and ponder a minute what it all means for us here in the West.

One wonders what/where the 'rest of the story' is.
It appears these fragments of historic documentary details only reluctantly surface as the decades unfold.
Yaroslav Trofimov's book, "The Siege of Mecca" pushes the trigger date of this 'global dawa effort' (and subesquent migration) back by four years to 1979 as described here:

"...the Saudi government reacted to that uprising by trying to buy off the radical clerics, and by financing their campaign to spread ultra-orthodox Islam around the world–a proselytizing effort that produced many of Al Qaeda recruits in subsequent decades. "

NPR's INSKEEP:You know, I want to mention: I wasn't very old at all then in 1979, but I remember some of the events we've been talking about. I remember the invasion of Afghanistan. I remember the Iranian Revolution. Why do you suppose it would be that I, as an ordinary American, don't have very much memory - any memory, really, at all - of this dramatic seizure of 100,000 hostages at a pilgrimage site that affects Muslims around the world?

Mr. TROFIMOV: Well, first of all, this was the age before Al-Jazeera, before cable television, before satellite films, and non-Muslims are forbidden from even visiting the holy cities of Mecca and Medina. So the outside world didn't really know what was going on for well over a day after this started.

Saudi Arabia instantly cut international phone communications, closed the borders. And the first news of something going wrong in Mecca came out in a press statement at the State Department in Washington, infuriating the Saudis who had hoped that the blackout of this news would last long enough for them to take control of the mosque again.

Now, at the time, nobody knew about the existence of this Sunni jihadi fundamentalist ideology that later evolved into what is known today as al-Qaida. In fact, the assumption in Washington at the time was that the Shiites, the Iranian Shiites, had taken over the mosque and is also part of the Iranian revolutionary expansion to the rest of the Muslim world.

The State Department pointed the finger at Ayatollah Khomeini. What happened, of course, is that Ayatollah Khomeini, within hours, went on the radio saying, no, it's the Americans and the Jews, the hated Zionists who have taken over the holiest of holies of Islam. And he was believed by millions of Muslims across the Middle East.

In Pakistan, within hours, a vast crowd assembled in front of the U.S. embassy in Islamabad, stormed it, burned it down, killing a number of Americans and Pakistani personnel at the embassy. Demonstrations were held throughout the Muslim world, many of them violent.

Why has this story never been fully told?

At the time, Saudi Arabia imposed a near-total news blackout on the Mecca events. No independent observers were allowed in the city during the siege, and even visiting Jeddah or Riyadh was nearly impossible for foreign reporters. And, obviously, no one could tell the story of what happened among the insurgents because every suspected gunman found in the mosque was arrested. Most were promptly beheaded, and only a few have survived long prison sentences to tell their stories. "

Sure, the foundational documents of Islam provide the actual launch of Islamic dawa - however, one wonders about the "organizational documentation" triggering the 'coincidental' events in Saudi Arabia, Iran and Pakistan as well as throughout Islamic societies that fateful period of late November, 1979.
