LOL. I think that comment is missing a sarcasm tag (/).
But if not, why don't you try crossing the bridge from white, clean, safe, functional, left-wing, heavily unionized, auto industry-dependent, economically depressed Windsor, Ontario to black, filthy, dangerous, dysfunctional, left-wing, heavily unionized, auto industry-dependent, economically depressed Detroit, Michigan, and then come back here and tell us that this is merely a socio-economic problem which has nothing, NOTHING to do with race?
It's all the fault of colonialism. I remember Dr. Milton Obote, the Ugandan prime minister who was replaced by Idi Amin, standing up in parliament and blaming the colonialists "who arrested the mental development our our people". Not only did they arrest it, they seem to have kept it locked up securely ever since.
