I could find no explanation as to why the abandoned truck was parked, with keys in ignition, etc. Who is the guy? It was a rented truck. Could this be some kind of dry run to see how long it took to evacuate the area?

If I read correctly, that truck driver in Times Square got off with merely a ticket.
