Apparently a similar program in Richmond, California, provides up to $9,000 per person per year to those in the program, initiated in 2007.
According to the above-cited article:
Democratic Mayor Muriel Bowser has not committed to funding the program, which would cost $4.9 million over four years, including $460,000 a year in stipend payments...
As if the mayor were going to fund this program personally. Guess who will be on the funding hook?
The D.C. Council unanimously approved the bill.
Our local morning-news anchors have pronounced the program "A good idea!"

A man who was shot at Union Station on Saturday night in a confrontation with an off-duty Baltimore County police officer from Maryland was identified Sunday by D.C. police as Rashad Bugg-Bey, 25, of Northeast Washington.
The “-Bey” suffix at the end of Rashad Bugg-Bey’s name suggests that he is a member of the Moorish Science Temple, a strange and frequently violent sect of black Americans who identify as Muslims. Members add -Bey or -El to their surnames to signify their new Islamic faith.
At Washington, D.C.'s Union Station Metro, that is:
Stabbing Suspect Shot by Off-Duty Police Officer at Union Station Metro
An off-duty Baltimore County police officer shot a man who was wielding a knife on the Metro escalators at Union Station Saturday night, Metro officials and police said.
The man is accused of stabbing a woman in Union Station just before his encounter with the police officer, D.C. police said.
The suspect was riding up an escalator at about 8:25 p.m., still holding the knife allegedly used in the stabbing, and headed toward the Amtrak level, while the officer was headed down another escalator. The officer tried to subdue the man, then shot him multiple times in the upper body, police said.
Later in the article comes the lie:

The head of Britain’s MI5 intel agency said al Qaeda terrorists working out of Syria are planning a massive attack on spots in the West and are looking particularly long at transportation systems or “iconic targets” to cause large-scale damage.
“A group of core al Qaeda terrorists in Syria is planning mass casualty attacks against the West,’ Director General Andrew Parker said, Newsmax reported.
He also said that “iconic targets” and transportation systems were believed to be most at risk and that the terrorists wanted to “cause large-scale loss of life,” Newsmax said.
The warning also included this revelation: Mr. Parker disclosed that Britain faced four major terror plots in the last year, The Independent reported. And security in the nation is currently engaged in several operations to counter the threat — something that he says is growing increasingly difficult to do.
“My sharpest concern as director-general of MI5 is the growing gap between the increasingly challenging threat and the decreasing availability of capabilities to address it,” he said, The Independent reported.
...[D.C. Police Chief] Lanier stressed that police had no evidence linking the attack to any broader plot or to last week's attack of a group of New York City police officers by a hatchet-wielding man, which New York's police commissioner called an act of terrorism.
Lanier said police weren't ruling out that possibility....
"A lot of these radical organizations, terrorist organizations are very vocal about targeting first responders. It's no secret. It's not new. But it certainly has ramped up," Lanier said. "We're on extremely high alert."

With all those visitors from Africa taking in the local tourist attractions, who wants to take the chance on contracting Ebola, this outbreak very possibly being a mutated form of the deadly virus? Frankly, I, for one, do not trust any assurances from this administration.
Furthermore, this week's traffic in D.C. will be one gigantic snarl. Even the foot traffic will be unbearable.

Metro rips out Phantom Planter’s flowers at Dupont Circle station
It turns out I underestimated Metro bureaucrats’ capacity for folly.
Two weeks ago, I wrote that the transit system would look silly if it let perish 1,000 flowers planted secretly at the Dupont Circle station by local garden artist Henry Docter, the self-described Phantom Planter.
I feared that Metro would merely neglect the flowers. Instead, last Sunday, it sent workmen to yank them out.
The transit system regularly pleads poverty, yet employees devoted supposedly valuable time to remove more than 1,000 morning glories, cardinal flowers and cypress vines that Docter donated to the city — albeit without permission. The plants would have bloomed from August to October in a patriotic display of red, white and blue.
Instead of greenery today and colors to come, the 176 flower boxes along the top stretch of the escalators at the station’s north entrance now feature dirt, a few straggling stems and the occasional discarded soda can.
“It never occurred to me that Metro would think it was more efficient to rip out the plants than to let someone water them,” Docter said.
Metro tore out the foliage without waiting to solicit the neighborhood’s opinion, as it said it had planned to do....

Buying a ski mask isn't illegal, but could restricting their sale help prevent crime?
The notion is stirring debate among some Northwest Washington residents after reports of robberies committed by men wearing ski masks. The frequency of the robberies also has caught attention of police, who say one neighborhood crew is frequently purchasing masks at a local sports store for the express purpose of committing robberies.
"They clearly are a problem. Otherwise, we wouldn't see it being mentioned in all the reports," said Faith Wheeler, an Advisory Neighborhood Commission member from the Takoma neighborhood in Northwest.

A lot of the D.C. area still looks like a war zone.
After nearly 16 hours without power as the result of a horrific storm, we have power right now. Phone service, mobile and landline, is unreliable.
Maybe you've heard about the storm that left over 1 million of us without power here in the D.C. area.
I've spent all day long scurrying around, including going out on a scouting mission for gasoline. I managed to find only one gas station open anywhere near me.
I've been running in high gear ever since 4:30 A.M., when I adjusted Mr. AOW's hospital bed via a power inverter.
My cousin's husband, an electrician and an inactive Marine, saved the day by bringing over a generator, thus allowing for brewed coffee and running the fridge. I'm also prepared to run the sump pump if necessary.
Water pressure is low and dropping.
More storms are expected later today and tomorrow.

And what about a non-emergency? Anyone who travels via the paratransit system we have here in the Washington, D.C. area and who misses the return ride home is trapped in such a situation. Miss the ride home, and you're stuck for hours, possibly overnight, where you are.
Today, Mr. AOW will be using his scooter, a machine that we cannot transport with our sedans, to travel today via the paratransit system. The Occupiers are forcing Mr. AOW and others using MetroAccess to consider whether or not to go on local outings because of the disruptive actions of Leftist loons? OUTRAGE!
Mr. AOW and I can only hope that nothing happens on his outing today, an outing planned and arranged over a week ago. He will be traveling alone, but after I do the grocery shopping, I'll be coming along later in my own car to assist Mr. AOW with his bathrooming. More worries today for both of us: that I might not be able to get inside to assist him or that he'll miss his paratransit ride back home!

This exercise in Marxist mobocracy is just one of many scheduled nationwide in coming months. It will take place nearly three weeks after the Left’s “Days of Rage” occupation of Wall Street scheduled for Sept. 17.
The Washington protest is modeled after the demonstrations that brought down the Egyptian government earlier this year. It is being organized by an umbrella group called the October 2011 Coalition, which is run by David Swanson, a former spokesman for ACORN and the International Labor Communications Association....

Officials are responding to reports of suspicious letters being sent to 20 D.C. public schools, according to the FBI.

Sources said that each envelope has a sheet of paper in it with "al-Qaida" typed on the paper. Each of the letters is addressed with a type-written sticker on the envelope. All of the letters has Dallas, Texas, postmarks on them.
All city school mail rooms are on “lockdown” until this situation is resolved....
I just got home from work and am trying to get more details. So far, all I have definitively learned is that the D.C. police and the FBI are investigating these letters as a crime -- not as a prank.
Infamous UK Cleric Plans Thursday Sharia Rally in D.C.: ‘Rise to Implement the Shari’ah in America’
This coming Fourth of July, Muslims are planning a “Million Muslim March” in D.C. to “re-establish the feelings of brother and sisterhood among Muslim Americans“ and start the ”healing” process after 9/11. And while there is no indication that rally will dabble in Sharia law, a different D.C. march scheduled for Thursday boldly declares its goal of bringing Sharia law “directly to the doorsteps of the United States of America.”
The rally is being spearheaded by radical UK Muslim cleric Anjem Choudary, who recently told Sean Hannity Americans are “the biggest criminals in the world today,“ and in October announced ”the flag of Islam will one day fly over the White House.” His group, Islam4UK, has been outlawed in Britain.
“We hereby call upon the Muslims in the US, particularly in New York, Michigan, Chicago and Washington DC to take lessons from their Muslim brothers and sisters in North Africa and the Middle East and rise to implement the Shari’ah in America,” the group Shariah4America, seemingly modeled after Choudary’s UK organization, says on its website.
It goes on to advocate for a new U.S. constitution based on Sharia law:
On 3rd March 2011 From 1pm to 4pm (local time), at Pennsylvania Avenue, outside the White House, the Muslims will let the tyrant Barack Obama and the American people know that a new constitution beckons the US called the Shari’ah, and that this worldwide revolution will see it implemented inshaa’allah (God willing) very very soon.
In an interview with the Daily Mail, Choudary said the event will feature himself and two other radical Muslims:
Two other British extremists, Abu Izzadeen and Sayful Islam, have also been asked to speak at the demonstration.
Izzadeen is the hate preacher who caused fury last year when he called British soldiers ‘murderers’ the day he was released from jail after a three-and-a-half year sentence for inciting terrorism.
Still, it’s unclear if the three extremists will be allowed to enter the country, as even tourist visas require applicants to answer if they have ever supported terrorism. Fox News’s Gretchen Carlson asked Choudary about that possibility in an interview last week, and talked about his involvement in the rally:
Choudary told the Daily Mail that the rally is also being organized by the Islamic Thinkers Society — an American Muslim group based in New York. While the group’s website does not have specific information about the event, it does feature a visual depiction of Sharia law in America (and seems to be based on Choudary’s previous statement):

Shariah4America.com also has a picture of what the White House could look like should America come under Muslim control. The group is advocating it be turned into a Mosque:
So far, the Million Muslim March has not come out in support of Sharia. But it does have 9/11 “truther” undertones. It currently lists one of its rally goals as setting the record straight on 9/11, claiming Muslims were not responsible for the attacks:
Most of the success of the ill conceived scheme to demonize Islam resulted from the rush to judgment that took place following 9/11, and the failed 9/11 investigation which wrongly concluded that Muslims had carried out criminal terrorist attacks on the US on September 11, 2001.
“At the rally, we will also declare to the world that Muslims are innocent of the crimes committed on 9/11 and we demand a new independent investigation and an end to the illegal wars,” the group’s website says.
And while the significance of that march’s date (July 4) isn’t lost to Americans, the choice of March 3 for the Sharia rally isn’t as obvious. Sharia4America explains:
The 3rd of March is overlooked by many as an insignificant day of the year. However, this particular day should not be overlooked by the Muslims without serious contemplation.#On this day, in 1924, the Khilafah (Islamic State) was abolished by Mustafa Kamal Attaturk with the help of the British and European collaborators. It was a catastrophic day when the light of Islam was dimmed and its implementation removed from our lives, leaving the Ummah bare and defenceless against the onslaught of the Kuffar.
What’s the resolution to this action? The answer, the site says, is simple: “The Khilafah is the means to implement Islam with all of its values, outlook, culture and legislation. This is defined by Allah (swt), the Sovereign.”
“We call upon the Ummah to begin working for the re-establishment of the Khilafah so that our lands would be transformed into Dar-ul-Islam.“
