The deadline passed an hour ago. Abbott says he will not allow federal agents access to Texas land to cut the razorwire barriers and effectively merge the US with Mexico and points south.
Abbott says that if Biden attempts to nationalize the Texas Guard, he will send non-Guard back-ups from Texas and other states to man the border.
