Maher is referring to the "Mississippi Miracle". It is true that MS leapt from near the educational bottom to the top 20 in a short period of time. The reason: they made teaching young children to read their top - almost exclusive - priority. The theory is that a child who can read can learn. A child who cannot read cannot learn.
So they focused most all effort and money on teaching reading at an early age. And, so far, it appears to be working. It's a simple concept.
