That's a good question. You get voted in and paid a salary to do a job.
If you don't do the job, you're fired.
What this guy is doing so nonchalantly is worse than what Jesse Jackson, Jr. did in not showing up to the job for months on end because of "Depression".
I'd rather he just not show up.
I think he might have been trying to make a point by being nastily sarcastic. The House has not yet received the bill from the Senate
