Mexico ceded that land. Is the word of the Mexican government worth anything?

Mexico became an independent nation on 9/7/1821. The treaty of Guadelupe Hidalgo was signed on 2/2/1848 establishing permanent boundaries between the US and Mexico which have remained unchanged since (with the exception of the Gadsden Purchase). So, Mexico was sovereign over the SW United States for less than 27 years.
During that time Mexico lost Texas to a war of independence and never established effective control over the remaining SW US. For all practical purposes those territories were ruled by the Comanche, Apache, and Navajo nations during the interregnum.
Mexico's claim to the SE US is meager at best.
