“The DOJ and James Comey have guidelines for charging criminal defendants. Hillary was able to escape thru a little known clause under something called the ‘Civiletti Guidelines.’
“Benjamin Civiletti was Jimmy Carter’s Attorney General. He let Bill Ayers and the rest off the hook by rewriting the DOJ’s original guidelines for Federal defendants. Under Civiletti’s new guidelines, the department was required to make a “personal assessment” of the defendant’s “character” and “future contributions to society” thru a complicated plea bargain agreement.
“James Comey worked with Benjamin Civiletti, and simply carried over the Civiletti guidelines. The State Courts found that these guidelines are unconstitutional. That didn’t stop them from using them for people like Hillary Clinton, who commit Federal offenses.
“The following is a rather over-complicated explanation by a lawyer with ‘Covington,’ Eric Holder’s law firm, He explains that Holder used the Civiletti Guidelines. These guidelines create two separate classes of people, the elite Federal criminal with lots of high profile connections, and the rest of us.”
