There is a third "Dar al". Most Americans are unaware of it. Even our think tanks are clueless.
It is the third "Dar" which gives Muslims a sense of sovereign right to trample civil liberties in Western host nations.

Dar al-Harb is the House of War, so I can't imagine what is worse.
I just it up, and there is, apparently also a Dar al-Isluh.
But that doesn't seem to be what you are thinking of.
