A few years back, Samantha Powers advocated a policy whereby America would invade Israel, and police it militarily as a solution to the Middle East Crisis.
When asked about this statement later, she said, she wasn't sure what she meant when she said it.
I would imagine that, once again, Powers is going to claim she isn't quite sure what she means by the above tweet.
