The CNN Tech Director speculates as to how they make the decision. I don't think he is correct in his speculation. 

It seems pretty clear to me that this agenda is driven by the White House, as this very week, Joe Biden declared that he will use Executive Actions to bring about huge Climate Change initiatives.
