IMO, all this chaos that is happening right now is beause it is not clear who is in charge at the White House.I don't think anyone believes Biden's brain is capable of controlling the multiple strings of power that go to make up the Executive Department of the government.
Even if someone suggests a good idea to him, he does not have the brain power to keep all the various ideas balanced in his head.
Trump did.
Obama did.
Even George W Bush did.
Biden does not.
Hence, the team of rivals that make up the Administration are left to fight it out among themselves with no organizing authority over policy.
Absolute CHAOS.
