Mr Coburn had just dropped out of the “gang of six” senators who had been working on a deficit-reduction plan similar to the one advocated by the Bowles-Simpson commission, saying their talks had come to an impasse. A few days later, Senate Democrats announced they would not be presenting a budget. Thus, as the May 16 deadline passed, prospects for an agreement receded.
