Investigators have not ruled out terrorism in a deadly shooting incident outside at a Texas arena hosting a “Draw Muhammad” contest.
“We’re certainly looking into that,” Garland Police Department spokesman Joe Harn said at a Monday news conference. “We have not knocked that out.”

Well, at least they may still be considering terrorism as the motive.
I'm with you, but let's face it, the issue here is the working definitions of Terrorism.
You and I would call any act of Jihad, an act of Terrorism.
They only call an act of Jihad "Terrorism" if it is performed in concert and under the advisement of some organized Jihadist group like ISIS or Al Qaeda.
Any act of Jihad performed by a lone individual, or by two or three individuals not overtly connected to a Jihadist organization is called "lone shooters' or something to that effect. The implication is also added that they are crazy.
There were there to discuss the meeting point of the first amendnment and islamism.
It just turned out be a bullet.
