Speaking at Haifa University on Tuesday night, Israeli Chief of Staff Dan Halutz said that Iran, Israel's sworn enemy, is the only remaining threat to the country's existence. However, Israel would not wage a military strike against Iran, he said.
"Even though we are talking about an immediate threat, we aren't the ones who should do this," he said, according to the Yediot Ahronot daily.

It seems that he is not saying that he opposes a military strike vs Iran, but rather that he feels that Israel should not be the ones to do it. Who, then, does he think should do it? (The obvious answer is the U.S.).
Or am I misinterpreting what he is saying?
Nope. I read his comments as saying just that. Israel cannot or does not want to strike Iran (or it is at the very edge of their capabilities and they don't want to push the envelope that much).
I believe him.
